Reply from support about this. I also asked if there was an update coming shortly but they made no comment about this.

League promotions are now dynamic based on the league level. For example there will be more teams promoted if the league level is low compared to the maximum league level

Probably a reaction to the number of players dropping out of the game lately. Almost like a rash of suicides the way some have gone. SN wouldn't want to make too much noise about that methinx. People are getting bored waiting for dynamic game development. Don't know why SN constantly fail to communicate though ....
