my team passes too much instead of running over for a try, I have penetration on about 10 % is that too low, or is it something else I'm doing.

Yup. Looks like penetration too low.

Unless you want to pass more often. Some love penetration that low as you whip the ball around. The catch is what you mention, the players can't decide to smell the chalk and go for the try.

I set it to zero for one start, managed quite a few 0-0 draws with it.

I Play on penetration 0% and am level 42 with it
