do they put players into the auction or are they all players being sold by other teams?

Most of them in auction are computer generated unless a team dumps them.

Each folder has settings where you can toggle both settings. Go to strategy building>strategy>advanced, select the folder in which you want to change the settings, choose the settings option. You'll see both.
