The only advantage I can see of increasing fans is
a) above 142000 fans they don't take fans away in training matches.
b) above 155000 fans you don't get played in training matches.
I would upgrade to lv21 stadium as it is possible to gain fans at that level. I wouldn't bother with lv22 as it's frustrating as hell.
