The price of the upgrade to level 24 is 140m. The four banks at level 24 hold 34.560 each. They need to hold 35 m each or the cost of the guild building needs to come down.

Hi Jimmy it's not a bug it's possible to get it you need all 4 banks to level 24 then when you max out on money you need to wait till you get your reward money for whatever your final league position is as it will add onto the 138 million meaning you can exceed your alleged max allowance
Ashley, It is a bug that you have a work around for. I think in all the other games all buildings can be bought with full banks. If that is how you are meant to upgrade it, it is poor design. Now I, with full banks, need to wait 2+ weeks before the next league payout before I can start the upgrade. #Disappointed

well you can still do small upgrades meanwhile like for example snack shops and goodie shops whilst you wait but yes I know what you mean
