Is defence speed inherently slower than attack speed, all other things being equal?

You will find a lot of players have their attack speed higher than their def speed
I had noticed that Socks, and I thought maybe they had the settings thus because they knew that even if they cranked def speed to max, they would not catch the attacking team so may as well conserve energy.
Reasoning to the defense speed lower is very different from conserving energy
