i was level 17 last season and never played a tournament 4/16 whole season, and auctions only had 4 players on the market and i bought all 4
now level 18 i have seen one player on the market and i was outbid and im sitting at 2/16 for tournament last 4 days

I'm in Level 17 right now. Tournament didn't start since the start of the new championship. It is still showing 15/16 since 2 days ago.
Also, where are all the players in the market? Hard to renew your team under these conditions.

Suarez, tournaments at the highest levels have been a problem for a while now, the developers are working on fixing this.
I've raised the issue of players on the level 17 and 18 markets. Perhaps raise a ticket for a more speedy response, as I am still awaiting feedback on this matter.
