If you go to your guild, you will see people have requested them. You simply click Send. There will be a red notification on the left hand side of your screen whenever there is a new request, or someone posts in the chat. I don't think you can send one directly to anyone outside of them requesting it.

you can send health kits outside guild requests, you can send 5 kits at a time to any friends

No when you send them to people on guilds there pretty much created out of thin air you lose none so send and request as much as you can
