at what level of upgrade should you see a difference in your teams performance on the strategy building....is it level 5 or how high do you need to go?????

From my point of view, every level counts. So I'd sink as much time and money into that as I can. I myself just got my second strat building and it's produced a lot better results playing tougher teams. All buildings can go to lv 21, but it takes a lot of money and time investment. The strategy buildings also make more difference the higher your players starts. A 5% boost to a player with 50's will not be as noticable as a 5% boost to players with 100's.
You should be able to look at the stats off other teams in your championship level, compared them with your stats and see what % difference you would need to make up the skill difference.
