10 NEVER passes to 12

My number 10 Never ever passes to my number 12. (It has not happened once!)
10 will either kick or pass back in to the previous breakdown. (But never along the line!)
Any ideas on how this can be rectified?

Could be kick settings, attack spacing, individual player stats or a few other things. I would start with the first two areas
