I think the shop personally is just a tactic to keep the speed of building down and a way of offering even more variety in future "special one time offers" to maximise their revenue stream.
Call me a cynic if you want but if it is going to be part of the game make it work and available. If not, get rid!

Hello my sport shop is lagged! No auctions, most of the time. When i have auctions i spent there min 20.000.000,- $ and nothing! I have no gear and no money. iOS 10.2.1 (14D27)
