Yes, leagues are still mixed between players who supposed to be in three different levels. I am still awaiting feedback from the admins.

I've become quite good at patiently waiting after playing this game...

My hazy understanding though was that it was implemented to fill the leagues since there are not enough players per league level at the higher level- so the games promotion math is off in my opinion.
