Considering how expensive it can be to buy players at certain positions, it's quite evident that we should be able to act like in the real world and train a promising player from a si liar position to be good at a new position and then reassign the player's number so he can be more easily be be picked up as a substitute in that position or be sold on the market in that position.

That was my initial reaction but I think he means / suggests that you actually then change the players' designated number as well as the position you play him at.

Exactly. We can train a player for another position and assign any player to any position, but we can't just assign a number to keep track of the fact that the former center is now a fullback.
