So basically, every time I bid on a player, and got out bidded, I got my points back. But I went max on a player I really wanted (232 at the time) and only got back about 8 points? What was the difference, or I had I not been paying close enough attention to see I wasn't getting the points back?

If you continue to think there is an unexplained issue then.........
1. Restart the app
2. Submit a ticket to support if you still think all is not good!

I was actually wondering if there is something wrong, or I just wasn't being observant enough. Are the recruiter points that we bid returned if we lose the player or are they gone whether the auction is won or lost?

You only pay if you win the player (as in any real world auction) so if that hasn't happened in your case it's a glitch
