Anybody know how to start completely over? It keeps syncing back even after removing on google play and deleting on phone.

Did you try using the actual game webpage with a new email? I've done it but I don't use google play, just facebook. I had two teams once, One on FB and the other on their webpage. Then I got tired of my FB team and assigned the other to FB, that deleted access to my original FB team.
So I started over with a new team. Just open a ticket and have them create a new team for you. Your old team will still exist, just ignore it and let it fall.
