You can send PM's to your guild mates when you become experienced in your guild. To talk to teams outside your guild, you have to use live chat or become FB friends with them.

you cant become friends on FB as you have no way to contact them at all you also have no way to send any team below the top 100 an invite to join your guild this needs to be addressed

I have made FB friends with many through this game, some from other guilds. Again, to talk to your guildmates in a PM, you have to be experienced and then go into your guild hall and click new message. Then click in the "To" box and choose your mate.
As far as contacting another team outside your guild, here or live chat is your best option.
You can also search guilds and invite anyone you like.
