If you are talking of an Android app then this is called a badge and can be cleared by touching and holding the icon and a list of things you can do appears. Touch the clear badge option and the notification will go.

Does anyone know when the game is updated? Or if the operators have already abandoned the game?
The game has not been abandoned, to be honest there have been more updates in the past 6 months than the 6 months before that. However I agree 25 should be coming soon.
